No, but it's an interesting guess. Last weekend as I drove along Bush Tollway, I thought I saw a sculpture that looks very similar to the one in my photo, only yellow if I remember correctly. I can't find it in Google Streetview. After seeing your guess, I'll have to go back and check it out.
