But Richardson does something about it. At least, they are making it easier to collect rainwater in Richardson. According to this story in The Dallas Morning News, the city council is drafting an ordinance "that would permit rainwater harvesting systems and allow for their installation with a city permit."

What's that, you say? You need a permit to have a fancy rain barrel in your backyard? Apparently. That's a sure sign that Richardson's zoning restrictions are too strict. I'm all for strict regulations when it's public health and safety at risk, but when it comes to how your backyard looks to the neighbors, I'm with those who think the nanny state has gone too far.
This isn't the first time the Richardson city council has gotten bogged down in micromanagement of what residents are allowed to do and not do. In October, the city council went on and on over this same issue. I don't intend to waste any more of my own time debating rain barrels. What I said in October still goes. You can read it here.
